The distributional impact of health financing in Europe: a review
Article Abstract:
An analysis is presented on public and private funding of health care benefits in Europe. While the correlation between ability to pay and total payments is driven largely by public financing, private insurance premiums and out-of-pocket expenses threaten the equitable nature of health care financing systems.

The author supports measures to protect vulnerable nations and populations against the socially polarizing and economically marginalizing effects of globalization. The role of Europe in developing and implementing such protections is discussed.
