The effect of federal contractor status on racial differences in establishment-level employment shares: 1979-1992
Article Abstract:
Executive Order 11246, a regulation which requires federal contractors to allot a certain percentage of the workforce for minorities, is examined to determine its effectiveness in fighting discriminatory labor practices. Using 1979, 1982, 1983, 1984, 1988, 1989, 1990 and 1992 data from the Employer Information Report EEO-1, it was found that federal contractor status significantly improved employment opportunities for Afro-Americans. However, it was also found that it is not statistically significant for Hispanic workers.

A jobs-based analysis of labor markets
Article Abstract:
Labor economics research has been based on human capital theory in developing statistical knowledge since 1965. The jobs-based approach to labor market analysis has been considered as a standard alternative with empirical techniques different from those used in human-capital research. The shift from individuals to jobs as units of analysis is projected to yield substantial results in labor market research.

Labor-market dropouts and the racial wage gap: 1940-1990
Article Abstract:
Census data are used to examined the hypothesis of selective withdrawal. African Americans with lower skill levels are not in employment as a result of low offer wages and there is a need to address skill gaps prior to the entry of African Americans in the labor market.
