Article Abstract:
Growing dissension within India's states of Punjab and Kashmir is examined. In Punjab the Sikhs are making religious demands and seeking rights for their farmers. Government reactions are analyzed and possible solutions to the crisis are proposed. In Kashmir, Prime Minister Gandhi is bent on removing the head of the Moslem state government, Faroog Abdullah, who has not allied with her party. Coalitions will prove vital to restoring a sense of political unity in India. Provincial politics are self defeating.

Indira Gandhi may call an election in spring of 1984. There has been a good grain harvest and the opposition is disunited. Regional parties are a challenge, however.
