Across the great divide
Article Abstract:
Some commentators feel that Britain's presidency of the EC is a good opportunity to show our commitment to the European ideal. The present policy of trying to opt-out of sections of treaties may be politically acceptable in the UK but are not supported by other EC members. Britain is not setting an example to other countries who wish to join, who cannot opt out. European security may be provided by multi-lateral forces rather than individual countries.
