Article Abstract:
UK universities have become less dependent on public funding since the introduction of tuition fees and the rise in externally funded research contracts. However, the government is adding many conditions to funding for universities from public sources through the funding councils. The Dept for Education and Employment is issuing much more extensive guidance to the Higher Education Funding Council for England (HEFCE), and the HEFCE is now limiting the flexibility of universities to use publicly-sourced funds as they wish.

University students and staff are becoming increasingly critical of poor facilities, with the quality of facility provision influencing student applications. Universities could attract more students and improve facilities by raising capital with their buildings used as security. Structure/securitised funds and real estate investment trusts may be used to raise capital while allowing the owners to retain ownership. A joint-venture company could also be established with the private sector.
