Many international academics think that the UK system which links quality of courses with government funding is misguided. One suggestion for improvement is an idea used in Tennessee. Colleges can earn extra funding by good performance, but all colleges get the basic amount. Quality is ranked using a variety of criteria. In France they use a system of specific goals to be met with agreed funding in advance.
