Democracy on trial: politics in Latin America
Article Abstract:
The countries of Latin America are experiencing the first phase of transition from authoritarian rule to democratic governance. However, internal problems have made it difficult for these countries to effect true democracy. Latin America needs combined assistance from the US and its allies.

Forget the Soviet Union; talk about the independent states
Article Abstract:
The US should view the Commonwealth of Independent States differently from the former Soviet Union. The functions of the Commonwealth should be understood and the republics' problems should be addressed individually. Priority should be given to the Ukraine, the Baltic States and Russia.
