Offa may hinder not help access, Natfhe claims

Natfhe, lecturers' union, has launched the first shots in the debate surrounding the passage of the government's higher education bill through the House of Lords with a criticism of the Office of Fair Access (Offa), which is supposed to ensure that the elite universities allow fair access to students from poorer backgrounds. Natfhe argues that Offa could actually damage the drive to widen participation in higher education, with the agreements required by Offa less demanding than existing arrangements with the Higher Education Funding Council for England. Alan Johnson, higher education minister, rebutted the claims.

The Conservative Party has announced its plans for the restructuring of higher education in England. Under the Conservative's plans, all teaching funding for universities and colleges would be channeled through students, leaving the financial health of institutions down to their popularity and effectively meaning that the least popular colleges would be allowed to go to the wall. The Conservatives would also abolish all tuition fees.
