Despite the fact that they know the benefits of tertiary education firsthand, former university professors now in government positions are among the least sympathetic to the tertiary education cause. The changing face of tertiary education has brought a demand for more funding at a time when funds are being cut. This year, however, will be the first year public funding for tertiary education will not be cut.

New Zealand and its tertiary education have similarities with the system of higher education in the United Kingdom. In 1999 the government set up a commission to report on tertiary education and it has produced some good suggestions, but action may take a little time.

New Zealand unlike the United Kingdom and Australia has retained the distinction between universities and polytechnics, which it sees as beneficial. The advantages of alliances as opposed to competition between these two groups is discussed.
