Tips from Down Under to make fees policy pay
Article Abstract:
The professor of educational management at New England University in Australia argues that, if Australia's case is anything to go by, England has little to fear from the introduction of income-contingent variable fees, which is due to be effective from 2006. It is argued that since the introduction of the Higher Education Contribution Scheme in Australia, participation of students from disadvantaged students has actually improved, rather than gotten worse as critics of the variable fee scheme fear.

Academic chiefs have predicted that, once top-up fees are introduced, universities will compete for students with bursaries and perks, rather than by varying the level of top-up fee they charge. Vice-chancellors believe that the vast majority of old and new universities will set fees for all degree courses at the UKPd3,000/yr maximum from 2006, despite worries that some institution could run into trouble if they make mistaken judgements about their position within the higher education market.
