Article Abstract:
South Africa is seeking to boost democracy and improve the welfare of black citizens. This involves building links between black and white institutions. Research has been carried out to identify need and overprovision. The team is able to use objective criteria rather than ideology. Action plans are being developed following the research and new managers have been appointed. A White Paper will be produced to set out the future development of welfare services in South Africa.

Students run riot on campus
Article Abstract:
Riots have occurred at the University of Natal, South Africa following Student Representative Council elections in Sep 1996. The South African Students' Congress (Sasco) protested after losing the elections and the winners claim their leaders were threatened by Sasco members. Students and staff have protested that not enough action has been taken against Sasco. They argue that prompt action can act as a preventative against later disturbances.

Quality: Europe advances ... while the UK retreats
Article Abstract:
The EC has recommended that all higher education in its member countries should implement quality assurance based on subjects and peer review. Pilot projects using models already set up in Europe and the US started in 1992. UK projects will be aimed at assessing quality and value for money to enable students to choose, but there has been criticism in the academic community.
