Independence with an eye on the wallet
Article Abstract:
Almost two in three heads of further education colleges believe their establishments would give a better service if removed from control of the local education authority. They expressed, however, considerable concern that the further education funding council that is proposed could use methods that would mirror those used at present. It is thought that colleges will have to come to grips with lower budgets and staff redundancies. Those colleges located in areas of high unemployment would be particularly hard-hit by their clients' inability to pay.
