Reform signalled by green paper
Article Abstract:
The UK Government is seeking to reform higher education following a review of this sector, and will publish proposals by the end of 1995. No new laws are likely prior to the next election, nor are major changes envisaged. There is support for education to last over a lifetime and for flexibility. There is also the need to address the implications of a merger which has been carried out between the UK employment and education departments affecting training and education.

Hefce rule leaves students out in cold
Article Abstract:
Vice-chancellors at universities in England are calling for Higher Education Funding Council for England restrictions on student recruitment to be overhauled. The restrictions mean that universities are being forced to turn down thousands of qualified applicants that they could comfortably accommodate.

The decision by the Higher Education Funding Council for England to increase the maximum number of full-time students allowed is discussed. Universities claim that some are poaching students and offering a bursary to entice students to enroll.
