Latin America and liberalism: democratic illusions and realities
Article Abstract:
Latin American countries have achieved a liberalism that is largely illusionary. A strong statist orientation, absence of rule of law and the attitude of the elite contribute to illiberalism. However, concern for human rights, democratic reform and the changing religious climate leaves room for optimism.

Political retrenchment; democracy without illusions
Article Abstract:
The worldwide movement towards democracy had stalled. The stagnation of democratization is especially pronounced in the former Soviet Union and sub-Saharan Africa. Most of the countries where democratization had stalled have shifted to a form of semiauthoritarian government.
