Article Abstract:
The publication of the 1996 research assessments in Dec. 1996 prompted an immediate call for preferential treatment from the vice-chancellors of four of Britain's highest-rated universities. It is undeniable that the top-rated research universities need more money if British research is to compete internationally. However such public money as is available should be used to raise the quality of the institutions that cater for the vast majority of students, leaving the top-rated research universities to seek their own remedies to inadequate public funding.

Ivy League stirs creeping concern
Article Abstract:
The UK Higher Education Funding Council for England (HEFCE) is seeking greater centralization of control of English higher education. The HECFE appears to be moving toward a view of concentrating research in only a few institutions, with others focusing on teaching. The Research Assessment Exercise has shown research already concentrated in a few institutions. The RAE linked funding with research results, but increased central control will mean the RAE has less force.
