Lessons from the new kids
Article Abstract:
The 21 new democracies of Central and Eastern Europe in which the Council of Europe's legislative reform programme has been working since 1991 may provide some useful lessons for higher education institutions in the UK. Framework laws in the region generally require the academic activities of all higher education institutions to be scrutinised by quality assessment bodies, but the need to ensure value for money prevents large sums being spent on quality assurance bureaucracies. A reduction in bureaucracy in the UK could release more funding for teaching and research.

Caveats on defence of autonomy
Article Abstract:
The UK Teaching and Higher Education Bill should limit its demands for fees to full time undergraduate students and PGCE students, from the European Union and the UK. The bill is being drawn up to encompass the government's proposals for students to pay tuition fees of a set maximum amount. The new laws should not affect the right of chartered institutions to request fees for occasions, such as field trips. Government intervention into claiming fee payments, from students, has negative implications for the independence of facilities providing higher education.

Higher education in the United Kingdom has undergone significant change since the 1950s. The implementation of the Human Rights Act 1998 in October 2000 could cause more dramatic developments to occur particularly in the area of students' rights.
