Newby atacks funding system
Article Abstract:
Sir Howard Newby, outgoing chief executive of the Higher Education Funding Council for England, has said that the government's system of loans, top-up fees and university grants is basically a public subsidy for the middle classes and stifles growth in the sector. Sir Newby also predicted that from 2010, students could be paying fees up to GBP5000.
