Dancing with borrowed shoes
Article Abstract:
South Africa is setting up a student loans scheme in order to fund an expansion in the numbers of poorer students in higher education which has led to debt for some institutions. A national bursary system is needed and loans can be combined with grants. Recent graduates can also carry out national service in order to pay back some of their debt. South Africa can use international experience which has built up on the issue of student loans.
