Preserving balance among the Great Powers
Article Abstract:
Military and foreign-policy planners, when designing strategies in the future, must aim to change behavior in the existing scenario, rather than attempt to reach definite conclusions about the future. The early 21st century is characterized by a historically unprecedented absence of Great Power conflicts. Hence preserving the existing state of affairs is far more important than any of the wars the U.S. is engaged in.
