Article Abstract:
The implementation of the UK Human Rights Act 1998 will affect the way higher education institutions can sanction students, they must be seen to be fair. The act is due to come into effect by Oct. 2, 2000. The UK Data Protection Act 1998 will affect the way educational institutions collect data about their students. Students will have the right to have access to all personal data kept by the universities. The universities will no longer be able to keep back the results of students who have not paid all of their fees. The act is due to be fully implemented by Mar. 1, 2000.

Article Abstract:
University of Cambridge, England, Theoretical Astronomer Cathie Clarke explains the commonly held theory that gaseous planets, similar to Jupiter, formed at a larger distance from a central star compared to planets, similar to the earth, has been disproved. Clarke suggests the presence of 100,000 million stars in the galaxy may mean there is extraterrestrial life somewhere. But she also points out the discovery that the majority of stars are formed among other stars indicates it is less likely life will be found in the universe.

If it's for the public good, shouldn't the public pay?
Article Abstract:
Issues surrounding intellectual property and the public and commercial aspects of knowledge are discussed. Free access to information may be in the public good, but this must be balanced against the commercial costs of developing knowledge.
