Returner learners need quality
Article Abstract:
The UK government is keen to attract return learners to further education, with further education perceived as a route to social inclusion and future economic growth. The government will invest a further 255 million pounds sterling in further education and hopes to attract 420,000 additional students. The UK's Further Education Funding Council is involved in projects aimed at encouraging new students and seeks to expand its partnership with private and public organisations, such as the TEC National Council and Local Government Association, to improve the provision of further education for over-16's.

New government prefers to control
Article Abstract:
The UK Labour party's higher education policy is unclear at the end of the first calendar year of its term in government. The party's overall aim is to win a second term in office, and it has adopted a general strategy of deferring public spending decisions until nearer the next election by undertaking reviews. Higher education policy falls into this general pattern. Three individuals have submitted major reports concerning higher education, but the government has yet to produce its promised education white paper, and is instead concentrating on increasing its power over higher education.
