Survivor presses on with reform
Article Abstract:
The Belarussian education minister, Vasily Strazhev, argues that there is no political interference in the country's educational system. Yet teachers are not permitted to talk about politics with students and can be sacked for opposing the views of the president of Belarus, Alexander Lukashenko. Strazhev argues that educational reform and a move toward a European system are backed by the government. He claims that student protests are the result of excesses typical of youth.

Debt and divided loyalties in funding crisis
Article Abstract:
Reductions in government funding to universities in Hungary as part of strict public sector austerity measures have led to many senior university officials facing serious personal pressures. They must find ways to derive profit from the activities of their staff, and must face teaching appraisals. Staff are now being encouraged to bring fee-earning work into universities, and universities are considering selling off surplus buildings.

Issues concerning programmes of protecting the Russian scientific knowledge property are discussed. Particular attention is given to the issuing of a document ordering Russian research institutions to record their relations with foreign institutions.
