Tax reform: Trying to sway public opinion
Article Abstract:
A national bipartisan tax panel, created in January 2005 to review the US President George W. Bush's federal tax reform, interpreted a directive to deliver 'appropriate' progressivity as not tampering with the existing distribution of tax burden and decided it would only recommend tax plans that attracted consensus among panel members. A summary of the efforts of the panel is presented together with a discussion on why its recommendations were seen as controversial, despite most experts agreeing that reform was necessary.
