An elitist's manifesto
Article Abstract:
The Conservative Party's "Funding the Future" plan for higher education in the UK would solve the problem of higher education funding by restricting access rather than by increasing resources. It is therefore, an elitist manifesto which would only serve to limit the access of those from poorer backgrounds to higher education. The Conservative's policy is compared with the Labour Party's policy if increasing student fees.

The Higher Education Minister analyses plans for the funding of part-time undergraduate study in the UK in 2006-2007. It is contended that an increased financial aid package for part-time students will provide benefits for both students and institutions.
