The chance to learn can be a lottery..
Article Abstract:
Many local authorities are failing in their duty to support those that have been brought up in care when they try to move on to higher education. While some local authorities do accept and act upon the responsibilities that were placed on them under the terms of the Children (Leaving Care) Act 2000, others are failing in their duties and are actually reducing their support as a result of a lack of funds, according to Sonia Jackson, professorial fellow at the Institute of Education, University of London. The case pf Hilary Porter, who went on to gain a first-class honours degree after leaving care is used as a case study.
