Article Abstract:
UK Prime Minister Tony Blair's success in achieving his aims of making 'New Britain' acceptable to the rest of Europe and the European Union (EU) more acceptable to the British during the UK's six-month presidency of the EU will be shown in the fate of the higher education agenda. The Government wants to deal with education in an employment-dominated context at the Council of Ministers level. Discussion on the commission document preparing the draft legal instrument for the successor to the Socrates programme from Jan. 1, 2000, the main item for the British presidency, is likely to be disappointing.

French political scientist Yves Meny believes the current wave of political corruption in France is the result of a particular society. People must also be aware of how politics has been corrupted, according to Meny's thesis 'La Corruption de la Republique'. French political corruption has resulted from a society which regulates the individual and pays off officials.

Article Abstract:
Many UK universities do not encourage British students to study abroad, and are far behind other European countries in encouraging the globalisation of education. Other factors against globalisation include language problems, lack of foreign study funding for low-income students, and unwillingness to make the European Credit Transfer System work.
