Ulster's restrained guardians
Article Abstract:
The armed forces and police have both been influential in countering terrorism in Northern Ireland. The Royal Ulster Constabulary (RUC) was seen as sectarian in 1969 and the army was sent in to instil order. Special powers were granted to the police and army since martial law would have created political problems. Soldiers have been under strain in Northern Ireland due to their lack of experience. Terrorist weapons should be decommissioned in order for peace to be achieved.

Article Abstract:
Cyrus Vance has been appointed as UN special envoy to South Africa. He will try and suggest ways of ending the violence between Inkatha and Africa National Congress (ANC) members, a total of 6,212 deaths in 1990-91 are attributed to political differences. South Africa had previously opposed the UN, seeing it as responsible for sanctions, and would still oppose a peacekeeping force. As well as ending the factional violence reform of the police is seen as essential.

The politics of semtex; theories of terrorism
Article Abstract:
Terrorism has five recognizable strands; it is pre-planned, aimed at a wider audience than the target, the targets are random or symbolic, attacks are seen as outside the norm and terrorism is used to try and influence politics. Both states and other organisations commit terrorism and many terrorists try to gain support from outside their own countries. Technology has aided terrorism, i.e. the growth of travel, the media and weapons development.
