Article Abstract:
United Nations sanctions have left Iraqi universities with outdated computers and no information from the international community on developments in information technology. The UK government aims to further tighten regulations on information transfer to Iraq, with the British Library already forbidden to send photocopied articles from technology periodicals under the UN embargo. Lecturers in Iraq feel isolated and demoralized. Students have no funds to purchase books on computer prgoramming and a personal computer would cost over 1 million Iraqi dinars.
