Why does Latin America fail?
Article Abstract:
A state of affairs in which the institutions simply can't function, because they aren't sustained or supported by that which is fundamental to any democratic society is one of the reasons for that the reforms made in Latin America failed. A reform poorly done is often worse than a total lack of reform.

Finding competent citizens: improving democracy

Political competence is necessary for democracy to work. A survey of democratic countries reveal a grave lack of competence among its citizens. Large scale and diversity of society has contributed to this incompetence and the raises valid issues concerning the solution.
