Article Abstract:
Defense electronics engineers are increasingly using commercial-off-the-shelf (COTS) computer components, according to a Technology Research Institute study. The shift to COTS components results from such components' lower cost and from eased federal procurement regulations. Most engineers are enthusiastic about the shift, in part due to their realization that technological change is more rapid in the commercial sector.
