The Edison Electric Institute chairman sees 3 major problems for utilities. First, due to the regulatory process, return on equity has not kept pace with inflation; second, regulation has seriously impeded nuclear-power growth; and third, utilities face acid-rain legislation, while no proper research positively linking acid rain to utilities has been performed.
