Why competition won't eliminate co-ops
Article Abstract:
Electric co-ops and municipal utilities continue to do well as they benefit from federal assistance subsidies, amounting to $22 per customer in 1997. Investor-owned utilities are pressing the government for a no-subsidy policy, whilst continuing to shed unprofitable customers to the co-ops.
