Why is Wall Street waiting?
Article Abstract:
Utility executives are concerned over stranded-cost recovery decisions. Wall Street says utilities should issue securities backed by the cash flow from stranded assets to create a source of low-cost capital. Consumer advocates blame utilities for previously making the wrong investment decisions, with consent of state regulators. The problem can be helped if Wall Street develops solutions to difficult financing needs.
