Some states want to reregulate the electricity-supply industry to maintain reliability in electric services as lower rates are not enough to keep consumers satisfied. The states see the value of consumer satisfaction as this would translate into votes and business donations to election campaigns.

Northeast Utilities: a utility that's not ready for competition

The shutdown of all three units at Northeast Utilities' (NU) Millstone nuclear power plant and one unit at Connecticut Yankee has substantially reduced NU's total capacity from 6900 to 3640 MW. To meet the projected requirements, NU is negotiating with neighboring utilities.

Investors perceive electric utility stocks as unstable. This volatility is attributed to the diversification and differentation of utilities brought about by the energy deregulation. The Utility Index only grew by 7 points from 198.81 to 198.76 from January to August 1997.
