Community Memorial Hospital in Canada has implemented program management methods which aim for management decentralization, improved staff relations, Multidisciplinary cooperation, control of exprenses and processes and ready access to information. Success was reported with continuous quality improvement on existing case-mix groups. Developments include positive staff perception of resource allocation, improved relations with customers and suppliers, functional independence of process teams and appreciation of quality in clinical services.

Hurdles to quality health care
Article Abstract:
Implementing total quality management (TQM) can cut costs for health care providers. However, the effectiveness of TQM programs is hindered by several barriers such as customer identification, objectives of the institution, quality measures, development of data analysis techniques and process ownership. Also cited as critical areas in TQM are concern about job security, lack of training in TQM techniques, improper identification of quality improvement goals and overplanning.
