Congress and industry are reevaluating brownfields
Article Abstract:
There are 1,220 sites which continue to pose a dangerous risk to human health under the Superfund's National Priorities List (NPL) as of Apr 24, 2000. However, there are more than 450,000 sites across the US that are not tainted to the extent that they require placement on the NPL, but remain unattractive to developers because of potential liability reasons. The EPA has therefore launched its Brownfields Initiative (BI) to encourage developers to recycle such urban industrial property. Since BI's legal authority is unclear, Congress is taking steps to encourage brownfields development by making BI statutory and granting some degree of liability relief. Nineteen bills pertaining to brownfields development have already been introduced in the 106th Congress.

Congress and Administration deadlocked on Superfund reform
Article Abstract:
Congress has again failed to pass comprehensive Superfund reform legislation before adjourning for the year 2000. Long-standing differences over cleanup standards, liability relief and other aspects of the bills prevented both the House and Senate from reaching agreement. The law governing Superfund lapsed in 1994 but the program continues to operate. A study done by the GAO shows that the Superfund trust account will last through FY 1999 but its future liquidity is uncertain.
