The total quality leader (TQL), a term invented by management consultants Stephen Coine and William Bryan, is a result of a comprehensive study done on 14 quality leaders belonging to 13 top US quality control companies. The special term identifies specific attributes that make quality control managers unique, and emphasizes tneir important role in making the US internationally competitive in various fields of the manufacturing industry. The study hopes to identify quality leaders through a clear-cut databased set of criteria.

A special team composed of quality control industry officials and members of the US Department of Defense (DoD) have formed a process action team to analyze government acquisition policies, regulations and practices. The process action team's recommendations include designing a vendor rating system to assist past performance, pricing and quality, the giving of preference to contractors that use total quality management (TQM), and making sure that rewards provided by incentive contracts are related to TQM results.
