PCB disposal rules amended
Article Abstract:
The EPA is amending the Toxic Substances Control Act, which regulates the manufacture, processing, distribution, storage and disposal of polychlorinated biphenyls (PCBs). The new rules offer flexibility in choosing ways of disposing PCB wastes and expand the list of available decontamination procedures. The amendments require that concentrations of non-liquid PCBs be determined on a dry weight basis and liquid PCBs on a wet weight basis to ensure consistency and repeatability in measuring PCB concentrations.

Cooling tower rules clarified
Article Abstract:
The EPA has revised the rules for industrial process cooling towers stipulated in the National Emission Standards for Hazardous Air Pollutants (NESHAP). The new rules state that compliance with NESHAP can be demonstrated either through cooling-water sampling analysis or by recordkeeping that shows that the owner or operator is using a non- chromium water-treatment method. Cooling-tower water samples showing residual hexavalent chromium of 0.5 ppm by weight are deemed to be in compliance with the law.

New solid-waste incineration rules
Article Abstract:
The Environmental Protection Agency has proposed new limits for commercial and industrial solid-waste incinerators for burning non-toxic solid waste. Under the plan, the amount of air pollution emitted by exhaust stacks at affected plants would be reduced. The proposed regulations would cover waste materials such as off-specification products, industrial sludges, plastic and synthetic materials, wood waste, and others.
