Article Abstract:
The Sulu-Sulawesi Sea encircled by three populous, developing nations, the Philippines, Indonesia and Malaysia, forms a major geopolitical focus, with porous borders, transmigration, separatist movements, piracy and illegal fishing all contribute to environmental degradation, human suffering and political instability. A future prognosis of status by 2020, policy options aimed at amelioration through sustainable management and development are analyzed.

The Global International Waters Assessment (GIWA) framework to analyze root causes is based on the identification of the factors that shape human decisions with regard to the use of goods and services that aquatic ecosystems provide. Apart from assessing the severity of environmental problems in ecosystem, the GIWA's task is to analyze potential policy actions that could solve or mitigate these problems.
