First-strike stability in a multipolar world
Article Abstract:
The concept of first-strike stability in a multipolar world is analyzed. The analysis examines the incentives of the five major nuclear power nations to avoid preemptive attack. The analysis examined these incentives in all possible coalition scenarios and integrates the interactions between the components of each country's weapons arsenal. Specifically, the analysis incorporates the interactions of offensive weapons arsenals, the vulnerable weapon classes in these arsenals, the range of defensive weapons available and the value targets that would be involved in a first-strike scenario. Results of the analysis show that the deployment of small and medium-sized strategic defense weapons increase first-strike stability in a multipolar world, in sharp contrast to its effect in a bipolar world, where the deployment of such weapons decreases first-strike stability.
