Traffic: price the drivers out of Manhattan

A large amount of lower Manhattan could be made car-free or drastically less congested using a toll-road transponder system built on a block-by-block basis, with time-of-day premiums. It would raise the price of driving enough to force alternatives such as carpooling, public transit, or walking.
