Ballot bulge
Article Abstract:
The record number of propositions for the Nov 1996 election show a revival of the initiative process, signifying voters' outrage. Besides the anti-affirmative-action California Civil Rights Initiative, various measures on lawsuits, campaign reforms, HMO regulation, taxes, and the minimum wage are being circulated with multiple proposals on each topic. Analysts regard the perceived failure of the Legislature as the cause behind the outburst of initiatives. Although the initiative process provokes serious thinking on prime issues, voters are likely to be confused by the large number of initiatives.

1998 primary ballot propositions
Article Abstract:
A law passed in 1983 mandated the consecutive numbering of ballot measures as to prevent voter confusion. For 1998, California has already drawn nine primary ballot propositions. These include proposition 219, which is a constitutional amendment that calls for equal application of state and local ballot measures in all parts of the jurisdiction, proposition 222, a statute that eliminates the right of convicted murderers of earning conduct merits to reduce their sentences and proposition 223, which is an initiative that requires school districts to limit administrative expenses.

Voucher initiative, sales taxes on special election ballot
Article Abstract:
Governor Pete Wilson plans to hold a special election in Nov 1993, to get people's opinion on the changes in half-cent sales tax. The governor's strategy will help him evade being directly responsible for the increase in tax. It will also help him avoid the issues of school vouchers, which has been qualified for the ballot, on which he has not taken any initiative.
