Decentralized targeting of an antipoverty program
Article Abstract:
Though the central governments in developing countries delegate the local organizations to deliver antipoverty programs while retaining control over the intercommunity allocation of spending, the local decision making process is assumed to be more efficient as more information is accessible at the local level. An analysis of the BangladeshEs Food-for-Education Program reveals that the center is less accountable to the poor than local communities.

The delivery of antipoverty programs in developing countries is decentralized by delegating authority to local governments rather than centrally appointed bureaucrats. While decentralizing enhances cost-effectiveness of the delivery system, the local governmentsE proneness to pressure from local elites to divert the supplies poses a major problem to the decentralized delivery mode.

Decentralization increases the responsiveness of public investment, is examined by referring a unique database from Bolivia. Different tests are conducted to show that, investment patterns in human capital and social services change significantly after decentralization.
