Demand for factors of production in municipal police departments
Article Abstract:
Research examines police services in Florida with an emphasis on the demand for inputs. Productive factors can ask for higher prices because there is a price inelasticity for the demand for inputs. The elasticity of substitution was less than unity for the substitutability between civilian employees and police personnel, while it was above unity for the substitution between capital and police. Constant returns to scale were not exhibited by the underlying production function.

Based on the rule of a minimal national burglary level, police deployment and its associated base burglary level are derived. Three rules of equality are defined and their associated police deployments are calculated.
