Drug exposed babies: meager response to a growing problem
Article Abstract:
In California, there are about 80,000 drug-exposed infants born every year, 20,000 of whom are born to mothers dependent on the Medi-Cal programmes. Medi-Cal and other state programs which cater to the care and treatment of pregnant women suffering from substance abuse have waiting lists six months long which is critical in these cases because untreated women are unlikely to return. The state estimates that $1 spent in prenatal care of drug-exposed babies redounds to savings of $2000 in neo-natal treatment costs. The problem of drug abuse during pregnancy cuts across social classes such that there is a pressing need for state departments to work together.

Winning the war on drugs
Article Abstract:
Current anti-drug campaigns in the US focus on the need to cut the supply of drugs to the country. The US government should instead focus its efforts on eliminating the demand for drugs in the country by putting more money in drug prevention and treatment programs. The Bush Administration's decision to increase the budget for prevention and treatment programs is a stepin the right direction. California's anti-drug program is focusing on reducing the number of drug users in the state.

Navigating a choppy child care system
Article Abstract:
Issues are presented concerning the provision of child care in California following the launch of the welfare-to-work program. The shortage of child care facilities and the cost of maintaining existing facilities are discussed.
