Enterprise zones and employment: evidence from New Jersey
Article Abstract:
A study was conducted to examine the effectiveness of urban enterprise zones as an economic development tool. This research is based on an econometric analysis of the urban enterprise zone program of New Jersey, particularly 28 municipalities in the northern section of the state that qualified for the urban enterprise zone initiative. Results indicated that the urban enterprise zone program did not have a positive influence on total municipal employment, employment in different sectors and municipal property values. The program was not able to realize its aim of enriching the economic conditions in and around the zones. This finding should make public officials aware that programs that succeed at a particular place and time do not always achieve the same level of effectiveness elsewhere.

Who would be left behind by enhanced private school choice?
Article Abstract:
This article provides an analysis of a model of public-private school choice used to determine who will leave public schools and who will get left behind. The authors argue cream-skimming, or bright flight, is overstated, however, they conclude that there would be more economic and racial segregation as those who will leave public education are more likely to be white with higher incomes.

How much is a neighborhood school worth?
Article Abstract:
The effect of a school redistricting plan on housing values in Shaker Heights, Ohio in 1987 is analyzed using a difference-in-difference estimation model. As a result of the redistricting venue in the local school district, house property values are found to decline by 9.9%, or $5,738 at the mean house value.
