Farmers vs. cities
Article Abstract:
The battle over scarce water resources will heat up as California moves into the 21st century. California's $20 million agriculture industry is prepared to use its power and money. But agriculture has decreased and its proportion of the state's water has increased. The population of California has doubled since 1960 when agriculture utilized 85% of the developed water supply. Agriculture still utilizes 80 percent of it.

Article Abstract:
Issues are presented concerning the lobbying which is taking place on behalf of the state of California's $27-billion-a-year agricultural industry. The provisions of the farm bill which is to be enacted by Congress are discussed.
