Household equivalence scales and welfare comparisons: a comment
Article Abstract:
The claims made by Arthur Lewbel on the use of household equivalence scales in welfare analysis are criticized as invalid. It is asserted that income divided by the equivalence scale of the household (scaled income) serves as ordinal index of household well-being when preferences are homothetic. In addition, consistent ranking of projects with Pareto-inclusive Bergson-Samuelson social-welfare function can beachieved by scaled incomes when full homotheticity is satisfied by preferences.

Article Abstract:
Criticisms made by Charles Blackorby and David Donaldson regarding assertions on household equivalence scales and welfare comparisons are refuted. It is pointed out that the theorems criticized by Blackorby and Donaldson are simply different from the those which they propose themselves. In addition, the assertion of Blackorby and Donaldson that homotheticity is required when scaled income money metric is used for welfare analysis makes it empirically unacceptable.

Population ethics and the existence of value functions
Article Abstract:
An amended version of a representation theorem in population ethics produced by C. Blackorby and D. Donaldson is presented. It is shown that a real-valued representation does not have to exist under the original set of assumptions.
