June 1992 ballot propositions
Article Abstract:
The California Legislature will vote on three major legislative proposals in the June 1992 elections. The School Facilities Bond Act of 1992 will facilitate a bond issue to finance the building of public elementary and secondary schools. The Higher Education Facilities Bond Act of June 1992 will provide a bond issue for renovation of the state's public colleges and universities. The Property Tax Postponement will permit low-income renters who choose to buy the dwellings they rent to delay payment of the property taxes connected with the reappraisal of the property.

Article Abstract:
The June 1992 ballot propositions on two education-related bond measures and property-tax postponement was easily dealt with by voters. Proposition 152, the School Facilities Bond Act, and Proposition 153, the Higher Education Facilities Bond Act, both of which are aimed to provide funds for the construction and improvement of public schools were approved by voters. The non-education-related Proposition 154 on the other hand was unequivocably rejected. It would have allowed low-income renters who buy their homes to postpone paying property tax.

A view of education spending
Article Abstract:
The way money is used in education is more important than the amount spent, according to Professor Eric Hanushek, education economist from the University of Rochester. Declarations of expenditure per pupil are misleading and bear no relationship to achievement. Public education in California is not expected to become better unless there is investment in successful projects.
