Living standards and incentives in transition: the implications of UI exhaustion in Hungary
Article Abstract:
Limited-duration unemployment insurance (UI) was introduced in Hungary in the early 1990s. By 1995, less than 40% of Hungary's unemployed people were receiving UI since many had exhausted their entitlements. An examination of the impact of UI exhaustion on living standards shows that household circumstances play a key role in offsetting income losses, since over 50% of unemployed people lived with at least one person who was employed. The impact of UI exhaustion on re-employment rates is also discussed.
